AG Represents Anguilla At 2003 Conference


The Attorney General, Hon. Ronald Scipio, is in the Turks and Caicos Islands representing Anguilla at the Overseas Territories Attorneys General Conference. The Conference is held annually by the United Kingdom Caribbean Overseas Territories on a rotational basis.

The Conference enables the Attorneys General to meet with representatives of the Overseas Territories Department of the Foreign and Commonwealth Office to discuss and share issues of common interest to them.
The participants include the Right Honourable Lord Goldsmith, Attorney General of England and Wales; the Attorneys General of the United Kingdom Caribbean Overseas Territories; Head of the Overseas Territories Department Alan Huckle; the Deputy Legal Adviser Ian Hendry; the Regional Financial Services Adviser Kevin Mann; Mrs. Lystra Blake of the United States Department of Justice and other invited participants.
Matters on the agenda include a review by the Head of the Overseas Territories Department of the progress made in implementing the White Paper; a review of the progress being made with the Constitutional Reviews in the Overseas Territories; the OECS judicial and legal reform project; access to justice and legal aid in the Overseas Territories; alternatives to custodial sentencing; human rights; the Overseas Territories relations with the United States and Canada.

Mr. Scipio will be attending the Overseas Territories and Regulators Forum which follows on from the Attorneys General Conference and which commences on Monday 24th February. The Director of Financial Services in Anguilla, John Lawrence, will also be attending the forum.
The agenda for the forum includeS the progress made with implementing the KPMG recommendations; the IMF assessment of Offshore Financial Centres; the FATF review of its recommendations on money-laundering and terrorist financing; supervision of non-resident institutions; steps taken against terrorist financing; cross border co-operation and information exchange.
The Attorney General will return to Anguilla on or about 26th February 2003.
The next conference in 2004 will be hosted by Anguilla.
